You can set the default in the Options>Preferences>Editing>Default still duration.
You can use a few free scripts out there.
To set the duration of a single image over the length of other images/default settings, you'd need to use scripts, and they'll only work on selected images, therefore, you're better off stretching individual images or typing in times if you don't like the default.

This is where it get's embrassing.... um, how does one type in the times? I know I can set via Options -> Preferences for everything, but what if I just want to do one image?

Lower right hand window, called the Selection length window.
Type in desired time, and stretch the image to snap to the time selection.

Great point. I often forget how much you can do in the ED window...Duh! I use it for other things, but of course you can set event time in there, too. Thanks for the reminder.
Doncha just hate an app that allows you to do one thing several ways? :-)
