matching source media to rendered project

I don't understand much of what I read, so bear with me.

Source media:
Type: Quicktime
Streams
Video: 00:00:04.121, 59.940 fps, 1280x720x24, H.264
Audio: 00:00:04.121, 48,000 Hz, 16 Bit, Stereo, 16-bit Little Endian


Goal: : settings to most closely match the source media (except rendered video should be 29.970 fps)

What should the "Project Properties" video settings be?
What should the "render as" settings be?

Try this.
Open project properties. In the upper right of the window is an icon of a file folder. Click on this to "match media settings". This will open a dialog where you navigate to one of the clips in your project, click open, then apply. Vegas will then set the project properties for you.

Render as settings are up to you and would depend on how the project will be viewed. Is the final output for DVD? Upload to the internet? You need to tell us that first to determine the best way to render.
