First, the effect of applying effects to media in the Media Pool is that whenever that media is used in the project, the effect will already be applied.

To know if an effect has been applied at Media Pool level, select that item in the Media Pool (Project Media in V6) and watch if the Media FX icon (Rectangle with a horizontal line through it) turns green.

If it does, there are FX applied. Click the icon to see which ones.

Peter, it would be neat if there was another column that "showed" if an FX was in a clip? Bit like how many tiomes an event had been used? THEN we could also sort by FX too! This would mean we could "trap" the un-FXed events.

When the project media pane is in detailed view, there is a Media FX column which shows how many FX are applied. 0 would mean no FX. Can even sort this way which may be handy for your workflow.
