Any special effects aficionados or Jean-Pierre Jeunet fans have any thoughts on where to start to achieve the effect as in the film "Amelie" where she melts down and flows to the floor?

I don't expect a quick simple answer, but where might you start and what sofware might you use, if necessary, in addition to Vegas.
