That's not how chapters are supposed to work. What you need to do is create 4 seperate movies. The easy way to do this is drag the movie onto the menu 4 times, then navigate into each instance and set the in/out points on the movie to where you need them to be.

Then, if you need a play-all function, set up a playlist that points to all of the instances of the movies.
