How do I turn up the volume to the metronome?

The Metronome uses the preview level.

Go to the Mixer window, right click, if "Show Preview Fader" is not checked, check it. You might want to make the window wider so you can see both the preview and master faders.

Now, use the preview fader to adjust the metronome level.
