I've recently built a new Windows PC and installed Vegas Post on it. I'm looking for the easiest way possible to bring over all the settings Vegas was setup with on the older PC. I'm hoping there's just a file or a folder of files I need to copy over.

Re transferring Vegas Pro preferences, please see the comment by lan-mLMC is a very recent post that included much the same issue:
For Vegas Pro window layouts that you may have saved, they can be found in C:\Users\User Name\AppData\Roaming\VEGAS Pro\Version number e.g. 18.0
Once copied over to the new install, you will need to open Vegas Pro and go to View/Window Layouts/Organise Layouts and select them from the LH window (Available layouts) and use the Assign button to get them into the Current layouts window on the right.
