Missing Script

Hi all!

I was cruising the Vegas sites at work, and saw a script that takes a still, does some blurring and other stuff, then uses this as a background for the original still.

Now this seems like just the thing I need right now, but I can't remember where I saw it.

Can anyone point me in the right direction?
