I have dual monitors, #1 is a viewsonic flat panel, #2 is an old sony (apple) crt. When I start up, the flat panel has chattery pixel thick lines kinda like a horiz. film scratch. After one or two restarts it goes away. Is it my video card or flat panel going bad?

I am going to switch cables to see if it happens on the other monitor.
