Monitor refresh frequency

I'd never really given this much thought until I read a comment about previewing HDV on LCDs from a NLE. Does anyone have any opinion as to how the refresh rate affects our viewing experience, for normal office stuff I set it as high as I can to reduce the flicker however things maybe get a little complicated if say Vegas is writing to the screen at a rate close to that at which the screen is being refresh. I'm thinking a rate of 50Hz for PAL and 60Hz for NTSC might be better.

I get too much fast action blinkies when the refresh rate is 60. So I use 75 and the blinkies go away.

I had problems with the Vegas preview at 60Hz (NTSC source) on an LCD display with an ATI Radeon 8500 DV card. I increased to 75 Hz and the problem went away. This was very strange, because I didn't think refresh rate meant anything when using an LCD.
