I've experienced a little of this too, not so bad as you get though.
If I get to editing too quickly, sometimes the mouse wheel zoom feature stops working, but only for a bit. It seems Vegas needs to catch its breath sometimes.
If I pause, click on a different window or two and then try to zoom again, I get
the zoom feature back. I know this doesn't give you any answers but at least you
know you're not the only one having this problem.

I think this is a minor bug - I've had the 'stuck' scroll wheel happen to, when Vegas no longer zooms on the timeline. In my experience it can happen because of two things.
1) The 'focus' of Vegas isn't on the track window - usually the focus is on the track mixer and you end up changing the volume of the selected track. Annoying, but un-doable.
2) When you zoom out all the way on the horizontal axis, so that the horizontal axis scroll bar is at full size, the scroll-wheel zoom locks up. You need to use the magnify buttons, click'n'drag on the edge of the sroll bar or use the arrow keys to zoom in. As soon as you zoom in even a single step, you can use the scroll-wheel again.

AlrightI have rebooted, exited, clicked inside the track window, clicked on the timeline, and my wheel zoom wont work...ON THIS MIX ONLY

If I open up another mix, it works fine...

WTF??? is there an internal option or keystrokes?????
