Moving or flickering whites

When I import digital pictures and activate the pan/crop movement of the photographs I get an increase in the flickering of whites that are in the photograph. I.E. water flickers, the whites of eyes flicker, fences...anything white. It don't seem to have the same problem if I scan the photos. Is there a filter I can use in photoshop to correct the problem? I'm still running Vegas 4.

Check your levels, if the whites are over 100% all sorts of things start to tear up. It's kind of like overshoot on video tapes that get a saturated signal, only in the digital realm.

Try a small amount of Gausian Blur along the vertical axis. The flickering is due to the movement of small (pixel sized) parts of the image across horizontal scan lines during your pan/crop. Bluring the image vertically, distributes the intensity across two scan lines so the change is not as sudden.
