.mp4 file size

I am making a video that goes for about 10 mins and I am trying to get the size down to about 30MB after being rendered.
I am using Sony AVC render option and choosing the mp4 option but the least i got it to was 64MB so far... this is still down alot from 166MB which I got when i first started doing it but I really want to get it down a bit more so other people can download it.
If it cant be done I can leave it as is.

File size is determined by the length of the video multiplied by the total audio and video encoding bitrate. For a 10 minute video to end up as a 30MB file, then the total bitrate for encoding would be about 348 Kbps. This would need to be divided between audio and video, for example, 316 Kbps for the video and 32 Kbps for the audio. At this relatively low encoding bitrate, then you probably want to use an image size of 320x240.
