mpeg-2 noise?

Hi, I am capturing video off a Sony DV camera (the TRV315).

When I render the project as mpeg-2, using the NTSC DVD template, some odd motion-related artifacts appear in the mpeg file. Horizontal lines appear everywhere, specifically on solid borders between objects in the movie.

I have tried setting the project properties render quality to 'Best', but the problem persists.

Is the video compressed when captured, using vegas's video capture? Maybe my problem is because the file is doubly-compressed?

There are so many video settings that are mysterious to me, but I have not seen anything regarding capture quality.

Try upping the quality slide from the default 15 up to 31.

maybe a more general-purpose question would be..
what are the ideal 'render as' settings for making DVD-ready video?

Make your average bitrate around 6,000,000 and max at 8,000,000. I set my minimum to 2,000,000. The level slider MUST be moved to 31 (I don't know why the default is 15). Also, you may wish to up the DC Coefficient to 10 bits.
