First off, Vegas Video will not import ASF files at all.
You should, however, be able to export ASF files, and to
import and export MPEG-1 and MPEG-2 files. Do you have the
Vegas Video 2.0d update installed? If you do, please try
the following:

1) Uninstall Vegas Video using the Windows Add/Remove
Programs control panel.
2) Open Windows Explorer and browse to the following
directory:

C:\Program Files\Sonic Foundry\Shared Plug-Ins\File Formats

3) If you can locate them, drag the "MPEG" folder, and the
following files to your desktop (or another location):

asfplug.dll
mpgdxplg.dll
mpgdxplg.lng

4) Install Vegas using the Vegas Video 2.0d update
downloaded from our website.

This process will insure that you have the correct versions
of the plug-ins and cover the chance of corruption. It
should take care of your issue.

I only have ASF and WMV files does this mean that I can not
use Vegas Video for editing, if so what program can I use?

Microsoft does not license the libraries required to edit
Windows Media files such as WMV or ASF files. I am not
aware of any software that will allow you to edit these
files in a normal manner. WinME comes with a program that
allows you to sequence ASF and WMV clips and render a new
ASF or WMV file, but that is the full extent of its editing
capabilities as far as I know.

VirtualDub can open the ASFs and render them to a format
you can edit them in. It is free under GNU license.
