TMPGEnc (that's Tsunami Mpg Encoder) by Pegasys should be able to do this. They should have a 30 day downloadable trial. (I just don't remember if it's limited) I think you get the mpg2 capability for 30 days and can use it for mpg1 forever. This 'joining' is just one function done in the "Mpeg tools" dropdown list.
