I am using Movie Studio 8.0 and have a fue q/a s about MPEG templates?

Q/A 1.?
Can I just make an MPEG-2 file without make it an SVCD? The help files say that SVCD NTSC = mpeg-2

Q/A 2.??
SVCD NTSC = frame size 480 x 480 but DVD NTSC = frame size 720 x 480

Suppor Video CD is 480 x 480 that is a realy low resolotion so why do they call it Suppor?

what exactly do you want to do? It is not clear what you want. The final answer would be that there is no way to customize the mpeg2 encoder on Movie studio but only use the available templates. Just use the DVD NTSC template if the SVCD is too small for you.

All of the 'MainConcept MPEG-2' templates create mpeg2 files, but the type and format of the files varies with the template e.g. to create a video+audio file of equivalent quality to a DVD use the 'DVD NTSC' template (assuming you are in NTSC land...)

If you are not sure, it might be better to use the 'Make Movie....' option since this guides you through the process.
