MPEG to MPEG

Looking to edit commercials out of a MPEG2 file without having to recompress the file.

Is VirtualDub the solution?
If so, what command do I use in VirtualDub to save MPEG2 file that I edit?

Unfortunately, VirtualDub is not the answer. It can lossly edit AVI's but not MPEGs.

The only (free program) I know that can do this is the MPEG tools included with TMPGEnc (http://www.tmpgenc.net). It is not frame accurate but this is due to the peculiarities of the MPEG format.
