The format is apparently not supported. I tried changing the suffix to various containers, but it just doesn't work with Vegas. You will have to use a third party utility, re-encode the video to an intermediate format (so you won't lose quality, e.g. the Avid DNxHD format, via Quicktime Pro or MpegStreamClip), and only then be able to import inside Vegas.

If this is older MPEG-1, you may need a machine with quartz.dll installed to decode it. That's an MCI codec for you youngsters.

[EDIT] Here, I was able to convert it for you in Handbrake. The mp4 will open in Vegas.
