Nope, you need some kind of authoring program to import your raw MPEG files. Then the program will convert those into the VOB and IFO files you need for DVD playback and it will put them in a
VIDEO_TS folder. You can however make VCD's and SVCD's without authoring software. I know there are a few CD burning software packages that will allow you to import your MPEG files and it will burn them to the VCD spec. Vegas can also do this right out of the timeline.
