The bitrate calculator (this is a zipped file - thanks to John Cline) I use calls for the following settings for a 90 min. video.
The higher bitrates (which means better video quality) is why AC-3 audio is preferred.

PCM (i.e. WAV) audio;
CBR: 4800
VBR: 2800 - 4800 - 8000

192 Kb/s AC-3 audio:
CBR: 6200
VBR: 3600 - 6100 - 7700
