MPEG2 Rendering Problem

I've done some searches on the subject but here's my story.

I'm only using still pictures(.jpg) and I've made a photo montage. My final output is to make an SVCD(NTSC). I've rendered to MPEG2 SVCD (progressive) to check out the render before I go to render to MPEG2 (interlace) and I've got a good case of the jitters scattered throughout the output file.

Any suggestions that might help fix this? Does the 'resample' box have to be checked off for still pictures? Any recommended bitrates to save the MPEG2 at? It's only a 4 minute montage so the file isn't very big.

I'm using Vegas3.0c.

I'm not sure what kind of jitters you are seeing, but here are two things to check. 1) make sure to use "Best" quality when using hi-res stills, since the down scaling algorithm is better, making less high-frequency edges which will compress better with MPEG. 2) If you are using motion blur, try a render with it off (project properties, advanced) since, under some circumstances, it can introduce a flicker or jitter.

I kept getting artifacts in parts of my MPEG2 render. It was a photo montage using only still photos (JPG) with lots of pan/crop and different disolves. I could not get a clean render so I rendered to DivX (avi) and then used TPMGEnc to convert the DivX over to MPEG2 and it was a lot cleaner. Obviously it's not the fastest way to do things but I wasn't having luck with the MainConcept codec. I have another photo project coming up so I'll try again with the MainConcept and try to get it right this time.
