You have to complete the registration process, I think. If you have done that, then you do this:
1. File -> Render As
2. Save As Type: Mainconcept MPEG-2 (*.mpg).
3. Template: DVD NTSC Video Stream.
The template in step three is the one you use if you are going to import into DVDA (it wants the audio in a separate AC3 file, which you have to render as a separate step). If you want an MPEG that includes audio, then select, in step 3, Template: DVD NTSC. (Substitute PAL, if you live in Europe).
If you are registered, then the mistake you are probably making is looking for the MPEG option under "Template", rather than "Save As Type."

Even though you say you meant "Render As," you did say "Save As." It sure sounds to me like you aren't looking at the right dialog box. Make sure the dialog says "Render As" in the title bar at the top. You should then have the following boxes:
File Name:
Save As Type:
Template:
Description:
Below these you should see:
Copy and trim media with project
Render Loop Region Only
Stretch video to fill output frame size (do not letterbox)
Save project markers in media file
You must change the Save As Type box to change between AC3, AVI, MPEG, etc.
