.mpg Frame Rate Issue

I have an .mpg file that both Nero Recode and TMPGEnc MPEG Editor report as being a 29.97 interlaced file with top field first. However, Vegas thinks the file is a 23.97 progressive file. The net result is that on the timeline and in redenders, the video is faster than the audio. I have tried manually overriding the timecode / format (video properties) and demuxing / remuxing the .mpg to fix this. Nothing seems to work and Vegas still thinks of it as a 23.97 file. Has anybody else had this issue or know of a way to fix this.
