There is no standard setting for an MPEG2 file. It depends on the final product. DVD and SVCD have standards as far as screen size and hi and lo bitrates.

An MPEG for a computer can be pretty much what you want, based on desired final file size and quality.

But there are no option to set constant or variable bitrate as in tmpgenc. The Pro version allows these to be set, but the standard version doesn't. It must decide somehow what parameters to use, even if they are hard-coded.

The settings are based on accepted rates. Like I said SVD and DVD have accepted standards, but the others are not so formal. They are settings that either the MPEG software company or Sonic Foundry have accepted for particular circumstances.
