MSP16: Moving horizontal slice from photo up and down?

Using MSP16. Sporadic user.

I'm have a project that is 864X1080. I'm trying to take a "horizontal slice" from a 864X1080 photo and position it at the bottom of the project window. I can make the slice with pan/crop, but can't get it to move anywhere. Stuck at the center (see attachment). What am I missing?

Am able to do what I want by creating the 864X250 slice in Paint then import into MSP, but this is an extra step.

Moving you have to do with the Track Motion of that picture alone or in combination with Pan/Crop depending on your gaol I did not get.
