You would need to make 1 mpg with the motion background and the image on top. This can be done using Vegas Video or any other video editing software.

so basically, If i wanted to make a starting menu that had motion on it plus a picture that fixed up from photoshop. I could do that then put text on top of that to point to different menus.

Correct. You make the entire backround. Then place text and thumbnails ontop of that.

thanks, i got it. one thing, should i render the file as a mpeg 2 or uncompredded avi. what would be better.

It depends on if you want DVD-A to render the video or the program you are making it with. It would take less time to create your DVD if it's already in an Mpeg2 format. But your able to Optimize the DVD with DVD-A. I haven't found it makes a difference one way or the other at this point.
