When rendering in Vegas 5d to mainconcept MPEG-2 to use in DVDA2, I tried these two settings the last was slightly better.

From the MPEG-2 Default template>custom button:

Projecty Tab>video rendering quality>best
Video tab>video quality slider=31
CBR=8,000,000

The above was worse (artifacts) than:

Projecty Tab>video rendering quality>best
Video tab>video quality slider=31
VBR, two-pass
Max=8,000,000
Ave=6,000,000
Min=4,000,000

Can anyone explain what the video quality slider is doing, why does it go to 31? How is it different than the project video rendering quality setting?
