Are you thinking about the LENGTH OF THE TAPE as opposed to the LENGTH OF THE PROGRAM?

If I remember correctly (VHS seems to be so long ago) NTSC T-120 cassettes were identical to the PAL E-180s. So the same length of tape held 50% more video in PAL than in NTSC.

For VHS this is correct, for DV it's exactly the same. The DV data rate and hence tape speed is the same for PAL and NTSC. With VHS the same number of frames are written per inch of tape hence NTSC eats more tape.
