What rate thing do you mean?

For the clean cut, you may want to play around with the Cookie cutter plug-in.

The rate slider only affects preview speed. It has no effect on the output of the project or rendering at all. Absolutely nil. Zip. Nada.

There is no velocity envelope for audio.

You can change the speed of the audio by Ctrl-dragging the edge of the clip. Stretch it out longer and the audio (and video too) will slow down. "Squish" it shorter and they'll speed up.

It costs $330 and runs inside After Effects or Combustion among others.

I don't think there is anything at any price that can beat this for speed changes.

Also, to keep your audio from sounding all glitchy, I think you have to go into your options and uncheck the option to maintain audio pitch.
(I'm not positive about this)
