Need help with layout in video editing in vegas pro

I want to overlay a picture or text on an area outisde of the original video. The original is like 360P and my project will be 1080P. I know that is a big step in the post production of the video but that is not my question lol. So I got my video/audio on lower layers and insert a video track and add a picture. When I go to move and crop the size of the picture it has boundries that I cannot go out of. I have had this issue for a long while but since I record mainly in 1080P, it hasnt been an issue that I couldn't live without. So I will post pictures because my explanation in words may not make sense you all. Any help is greatly appreciated!

Don't use video event pan/crop to do the moving and scaling, instead use track motion in the control panel for each track. you'll want each piece of media being moved/scaled to be on its own track. make sure you reset all pan/crop settings first, or the crop will still be there.

Thanks fr0sty, The picture is own its own track. but if you look at my pictures I posted, I cannot move the picture past the area marked on the second photo.
Edit. I added this photo. In it you can see how I can overlay the sample test text and move it across the boundry that I am havning an issue with the picture. So I am wanting to move the picture up to where the sa is located in the sample test text. PS I have the same issue when I want to add like lower thirds for youtube videos.

You can right click the picture in Pan/crop and select "Match Output Aspect"

So you can adjust your picture with Pan/Crop till the edge of the video without any problem.

Following alextudm95's suggestion, you can then un-select "Maintain Aspect Ratio" and tweak the image size still further if absolutely necessary.

The "track motion" is the second, and sometime more effective/powerful option for similar adjustments, especially when you are dealing with compositing (layer on layer). You have NO such restrictions as to size, position, scaling, and can adjust your image in 3d space, x,y and z axis, (roll, spin, twist) the image to your heart's content, as well as various distortion possibilities via stretching. Check manuel from help menu:

In the above tutorial, at the very end, Devis suggests to "shut down" the track (i.e., don't use that track for anything else once you've achieved a look).....which I almost never do, I just use a track motion key frame at the end of the affected event to "reset" the rest of the track.
