Can I render my movie so the voices are "talking fast" by using the scrub (say from 1.0 to 1.33) speed?
I tried and when I played my rendered copy it was not the "fast" speed I wanted.

Scrubbing is only for previewing within Vegas. It has no effect on rendered output whatsoever.
If you want to speed a clip up, place your cursor at the end of the clip, hold the Ctrl-key down, and drag the end to the left (like you were trimming it). This will "squish" the clip and make it run faster. You can also drag it out to the right to stretch it and make it go slower.
Well, the instructions i gave you will speed the voice up with the video. However, i believe the default action is to maintain the pitch so that it doesn't get high and squeaky, just faster. If you want it to sound like a tape being played faster then there's one more step (which, honestly, i don't know is available in the studio versino, but it won't hurt to look). After squishing the event, right-mouse-button click on the audio part of the clip and choose Properties. A window will pop open and one of the options will be the time stretching method. Change that to "lock pitch to stretch" (or something close to that, i don't have it on my screen at the moment). This will turn off pitch preservation.
