Nate, you can't do velocity in Vegas Movie Studio 4. You can do freeze frames, but that's it. No reverse, either.

Only the full/professional version of Vegas will allow for velocity shift.
You can do slo mo with Vegas Movie Studio, I failed to mention that

To do slow mo in Vegas Movie Studio,
Hold the CTRL key, click on the right side of the event/clip you wish to slow, then drag to the right. Hold CTRL while you are doing this.
You can also right click and choose Properties, and then slow the playback rate, or speed it up.
