hi. I have a problem. There is a video in which I want to cut the caption at the top and insert it at the bottom in a format for a phone. But I can't do it.

Either I can't cut the caption, or the video goes beyond the black bar. Please, can someone help me figure out this tool.
If you use Track Motion in the track header, you'll have a much more flexible range of movement which will allow you to place the image where you are seeking to place it. Note however that track motion applies to every video event on that track so the only video events that should be placed on that track are events that require the positioning set by track motion.
@natalia-dunaevski Click this button so the arrow is diagonal, that will allow you to move the dotted box wherever you like.
Then use Picture in Picture which is good to position the selected area/image
