When rendering to a FAT32 drive it happens automatically. You don't have to do anything special.

Vegas should recognize that you are rendering to FAT32 and auto split, but if not, you can split the show manually and create sequential files.

When I capture, I don't have to do a thing. I don't really even notice it splitting up the file. When I'm done capturing, it might say 3 or 4 files captured (numbered 001, 002, 003, 004) for an hour's worth of video. Even when I drag it to the timeline, all the clips get loaded with the 1st one, most of the time. The thing I DON'T like is if I make a DVD and it barely goes over 4 GB. Then I have to split the video into 2 chapters
