The Overlap Wizard in Neon will do this for you. Even though it will act on one pair of events at a time, it is very quick. Make sure that your events have enough length befor or after the current in/out points, or you will unintenionally create loops.

From the Neon manual:

Type of Overlap: Allows one of the following options:
a. Overlap Clips – The selected clip will simply be moved left until overlapped the proper amount.

b. Extend Tail – The length of the previous clip (end of the clip) will be extended by the overlap amount and the selected clip will then be moved left until overlapped the proper amount.

c. Extend Head – The beginning of the selected clip will be extended by the overlap amount and the selected clip will then be moved left until overlapped the proper amount.

Ultimate S does this as well, offering choices in length of the overlap, centered, to the left, or to the right of the cursor. Since you can save unlimited presets of transitions, you could also build a library of various dissolves and have Ultimate S apply the various types of dissolves intelligently or at random depending on selected area.
If you want a specific area to overlap by 10 seconds for every event/clip, simply select that area, run Ultimate S, in the Editing Tab, select 10 Seconds for the transition length, and run it. If you want to later change those lengths at frame levels, you can. If you want to change all the transitions in the selected area to something different than a dissolve, you can do that at any point.
There are also the J and L cut options, but those cannot be applied globally, and I'm thinking this is what you really are wanting to do. J and L cuts need to happen one by one.
Of course, you can also lay images in to match music, and cut at specific beat points, having dissolves, crossfades, or whatever type of transition you wish, for any length you wish.

I went to Ultimate S and to Neon as well. As a novice, I would like to see examples of what the plugins do. It's harder for me to imagine something that I have not done before. Are there any examples that I can be pointed to see these in action.
