Need to Render to a small file size

I had a 5 minute .wmv file that was sent to me by email and it was less the 7mb big. It looked and sounded YouTube-ish but it was fine for viewing. I have a 4 minute file that I have tried to render for emailing but can't get it less then 17mb in size (.mp4).
I've tried .h264 but it was 32mb.
I've tried .wmv and it was over 300mb.
l've tried using 15 frame rate, reducing the screne to 320x240, lower the audio to 12bit I don't know what else to do.
I wish that I would know what the size would end up before sending it to another 8-10 minute rendering session only to find that it is still to big.
I'm more interested in finding a file size that can be sent by way email
Any suggestions.

The final filesize is determined entirely by bitrate. It appears that you experimented with everything but that. Of course, there is a trade-off between bitrate and image quality. You may need to not only reduce the bitrate, but you will probably have to reduce the video to 320x240 and reduce the frame-rate to 15 frames per second. Use Windows Media and set it to 200,000 bits/sec (200kbps) and 64,000 bits/sec (64kbps) for audio. This will make a file approximetely 8 MB in size which can be e-mailed. But. like I said, the filesize is determined entirely by bitrate, nothing else.

Thank you. I was able to get it down to less then 6mb. This is perfect for what I am doing.
