Welcome Big Joe, you can just right click on your video track and "Insert Video Track".

Or just drag your clip from Explorer to where you want it (above the existing track) and it'll create a new track.

Or drag it to the existing track just to get it onto the timeline, then grab it and drag it up, above the existing track and it'll make a new track.

Or drag it to the track area below the existing track, then drag that track (from the track's main area on the left-- where the "Track Level" is-- I can't think of the name of that area at the moment) up to above the existing track.

In other words, there are lots of ways to do things in Vegas. That might be a little frustrating if you're used to premiere, which is a lot more bureaucratic.
