Newbie Q: How to add highlight border?

I use Vegas 4 to create videos of program screen captures. Often I want to highlight some parts of the screen. Perhaps add a frame there. Is there an easy way to do it? I tried Color Gradient but I find it difficult to use. Furthermore I dont want it to be gradient.
Any ideas or tips?

Have you tried having the same clip on two video tracks and then applying the cookie cutter -"square with white border "effect to the top track?
is that the effect you are looking for?
