Newbie question: Does Vegas edit uncompressed HD/SD?

Does Vegas edit uncompressed HD or SD?

Is it possilbe to capture uncompressed footage via one of those Decklink cards and their capture utility and edit the resulting files in Vegas?

Possible to edit, yes. Possible to capture in Vegas? Not at this time. Decklink cards are not shipping yet, but should be soon. The Decklink utility can be used though, and then edited in Vegas using their codec.
