I have spent 2 weeks editing my many Different Video and audio segments the way I want.
I now want to edit some of the live voice dialog and music beds with noise reduction, compression and envelope drawing.
How can I "LOCK " all the video clips so I dont accidently move them out of sync or mess them up any other way?
Also do you find it advantagous to add some very low level music behind lengthy interviews (Voice)

Vegas doesn't have a lock function. Probably the best you can do is to select everything on the timeline now and press G to group them. It won't lock anything, but if you accidentally move or delete, then everything will move or delete together. This should be pretty obvious, and it will be easy to undo.

The no-lock function actually kinda sucks in my situation, because putting music video clips together, it is important to keep different short pieces of clips locked comparatively to the audio, but then add more stuff in the middle that don't require to be synced. Sure, you can place these other clips on a different track, but using transitions in that situation goes out of the window...

I just finished a major wedding project with 100's of edits involving audio and video. I found that using the lock audio envelope button together with using ripple lock PLUS keeping your brains focused on what you do can also accomplish the goal - albeit not as perfectly as the type of lock I think you are proposing. Essentially you have to be very careful as to when you turn ripple on an off and what type of ripple you will use for each situation - too many glasses of wine and your'e toast !

LOCK is right-click on clip then Switches<Lock.
