Most probably haven't tried this out, but I did today and was pleasantly surprised.
I downloaded the free winter fun pack for xp movie maker and it has a cool snow effect overlay. You can render it out to the 30 mbps avi and it imports well. I don't know about the legality issues if you want to use it for work (you would have to research that), but for family videos it is really nice. There is a lot of free video/audio/stills/effects that come with the pack that are kind of fun too. It can help add a little variety to your videos. Just bring in the clip you want to work with, use the effect, render it out and drop it into vegas with the rest of your stuff. I have found that I like to use a couple other programs to create some effects that vegas doesn't inheritly have, yet I do my project design, edit and render it in vegas.
