No "open recent" under project menu?

I've been wondering why VMS 17 (build 221) has no "open recent" option, then as I was reading the manual, I see that it does. I opened preferences, and it was set to '7' and I just changed it to '9', the maximum. But I've never seen an "open recent" option in the project drop-down menu as far as I can remember (and I've been looking for it), even before changing the default number.

Mine displays 6 previously open projects automatically viewable in the initial drop down menu.
