I could really use some help... I have little hair left to pull out!

I am compiling images and video for a presentation kiosk. The screen is a Sharp 4:3 Aquoas monitor with Analog. The DVD product is ALWAYS grainy and really want it to be clear.
Step 1 Vegas render to MPEG2 (Main Concept)
and I have tried all DVD NTSC, HD 720-60p, DVDArch NTSC, even HD
Step 2 DVD Arch burn to DVD
On Vegas, the photos preview clear when set at best
I watch the MPEG2 with Windows Media Player, the video is grainy, with color loss and poor soggy lines. Text is even fading away. I have tried several PCs, DVD with LCDs, DVD with TVs, but no luck yet.
On DVDArch, the MPG2 is very clear in the preview. When the video is burned to DVD the video becomes grainy again.....I have tried several settings, but seem only to get poor quality.
Can anyone help? I thought I could get high quality results....
