If your vision levels are too high that can happen on a RF connection but I doubt you've got that between a DVD player and a TV.
Mind you, some TVs make noises out of places other than their speakers for the oddest of reasons.

In CRTs when you'd go from full back or nearly so to full white or nearly so, you could hear the switch. I can hear this now on my TV in a dip to color (usually black before a commercial).

On different technology, maybe illegal luminance or colors causing an issue.

My guess is that the talking head video portion is too hot (possibly in the background)....too much luminance or the IRE levels exceed standards. Just a guess. The reason why you don't get the buzz or hum during the insert (image...etc.) is that you are lower in values with those.

The technical explanation for this is that the video level is over deviating into the audio.
