Non Compliant Disc results form burning

I created a project form SVP 13 and rendered to MPEG2/AC3. I authored in DVDA 7 and Prepared BD.
ISO file was 25.4 GB so I bunred on a DL-BD using ImgBurn

It plays OK on my Bluray player except Chapter selction menu isn't accessible. Also wont play on my PC with any media player.
I've been created Blurays for years - although using SVP 11 and DVDA 5 so this is very odd to me

tried burning directly from DVDA too and still get the same result

any thoughts?

My guess would be either something not right in the image prep - try using DVDA 5. Or poor quality DL-BD, or burner not up to DL-BD.
