"Not licensed for CineForm HD encoding..........."

Ok, call me naive. I haven't even tried using the CineForm HD encoding in Vegas yet. I wanted to see for myself what all the praise was all about. When I tried to use it either for batch rendering or single render, the message above pops up.

So was it ever really available? I'm confused. If I have to go pay for it now, will I pay full price or just an "upgrade" price? Do I go after Neo Scene?

The Cineform codec which come with Vegas is v2.8 and is at least a couple of years old. It is only licensed to encode at up to an HDV resolution of 1440x1080 and you can only encode from within Vegas. (Although the resulting file can be decoded in other programs.) If you try to encode at 1920x1080, you will get the "Not licensed for CineForm HD encoding" message.

Neo Scene has the latest Cineform codec (v4.7) and allows encoding and decoding at up to 1920x1080. You can also use it in programs other than Vegas.
