I take it you did not or can not do a restore? Using XP? (never heard of seestorm)

The next question is how are you capturing? Firewire?

Have you tried (in xp) control panel - sounds and audio devices- hardware- video codecs - properties > to see if you can locate the offending culprit?

Do you have a capture device (card) installed on the computer?
If restore doesn't work you might consider going to your system device manager - removing the device and reinstalling it - this can break all the associations that are tying you up and then you can move on from there.
