Right click on the video track that you wish to do this
on. Under "Insert/Remove Video Envelope" you should
see "Composite Level."
That should do exactly what you are looking for. If you
want the fades that you set to stick to events, just hit
the "Lock Envelopes to Events" button on the toolbar, and
edit away.
