Right click on the track> Insert/Remove Envelope > Composite Level.

 

The other way is drag down the 'top handle' on the clip, and that makes it half-transparent.

 

Another way is to insert a transition of your choice (Cross Effect Default is seems the standard cross dissolve), and then right click on the transition part, Insert/Remove Envelope > Transition Progress.
